LAFD: Boyd Street Incident Presentation

BOYD STREET INCIDENT- RISK MANAGEMENT, LESSONS LEARNED, MENTAL Health

TWO PRESENTATIONS at OCFA RFOTC
on THURSDAY, JUNE 13, 2024

Description:

On Saturday, May 16, 2020, at around 18:38 hours, twelve (12) firefighters from the Los Angeles City Fire Department (LAFD) sustained injuries during a catastrophic fire incident at a one-story commercial structure fire located at 327 East Boyd Street in the Skid Row area of downtown Los Angeles. A sudden fire phenomenon occurred with little warning, engulfing firefighters in a significant and prolonged fireball. This event occurred as they were descending an aerial ladder and abandoning ventilation operations while several others were retreating from interior fire attack positions.

The incident is presented in a three-part series, walking attendees through the timeline of events, the ongoing fire suppression efforts, and the harrowing Mayday event. These perspectives are shared through personal video recordings and official incident communications, providing an immersive experience as seen through the eyes of the firefighters involved. The ensuing discussions cover the risk management tools utilized and the valuable lessons gleaned from the incident. The presentation culminates with an exploration of the firefighter recovery process, encompassing the cumulative behavioral health effects endured. Finally, recommendations are offered to support firefighters in a holistic approach to recovery following such traumatic events.

Speaker:

Los Angeles City Fire Department, Battalion Chief Victor Aguirre shares his perspective as the Truck Captain on the incident.

MDC Familiarization Workforce Meeting

Mission-Driven Culture (MDC) Familiarization Workforce Meeting

** PLEASE NOTE: THIS CLASS IS OPEN TO OCFA EMPLOYEES ONLY **

Background:

Developing our operational culture has been identified as a primary goal for the Authority’s advancement and to set the foundation for its future growth.  In 2018 Chief Fennessy introduced the values and principles of a Mission-Driven Culture (MDC) to provide a framework for this ongoing evolution.  This effort is growing. New doctrine is being developed, and leader development opportunities are now being offered to support, reinforce, and model the values and behaviors that are desired in OCFA firefighters and leaders.  Informed from the findings from the cultural survey completed in late 2018, OCFA leadership is now involved in formulating how to best implement the principles of MDC in daily operations. The International Association of Fire Chiefs (IAFC), a non-profit organization supporting the advancement of all fire services internationally, and Mission-Centered Solutions (MCS) are assisting the OCFA to achieve its goals in the areas of leader and operational development.

The Workforce Meeting:

Two briefing opportunities will be available for members to understand the basis of the MDC initiative and the driving forces behind it, both for OCFA and the fire service in general.  The session will also discuss some of the initial steps that the OCFA has planned and provide an opportunity for Q&A with Chief Fennessy and the leadership team about the initiative and the survey conducted earlier this year.

Who Should Attend:

All levels of personnel from professional staff and field personnel.

Time:

0930 - 1200 hours

Location:

US&R Warehouse - 19682 Descartes, Foothill Ranch
